The Board of Pilotage Commissioners was established by the 1935 Legislature. The Board’s
mission is to ensure against the loss of lives, loss of or damage to property and vessels and to
protect the marine environment by maintaining efficient and competent pilotage services on
Washington State’s inland waters. The Board also sets annual pilotage tariffs for the Puget
Sound and Grays Harbor Pilotage Districts, administers testing, training and licensing of marine
pilots, and establishes standards for reporting and investigating incidents involving state-piloted
vessels.
Board Members are appointed by the Governor and confirmed by the Senate. Members serve
staggered, four-year terms and include a designee of the Director of Washington State Ferries,
who is the chairperson, two public members, one American shipping representative, one foreign
shipping representative, two licensed pilots, one environmental member and one Department of
Ecology employee.
The Board has two employees and an annual budget of approximately $503,000.
