The state Board of Tax Appeals (Board) is an impartial and inexpensive forum for state tax appeals. The Washington State Legislature created the Board as an independent state agency in 1967. It is not part of, or associated with, any other governmental agency. The Board hears appeals from decisions of the county Boards of Equalization and the state Department of Revenue. The mission of the Board is to resolve appeals of taxpayers and taxing authorities to maintain public confidence in the state tax system. The Board operating budget is appropriated by the Legislature. There is no revenue. The fiscal year 2006 budget was $1.4 million. The Board consists of Board Members and supporting staff. The Board is composed of three members appointed by the Governor. The remaining staff consists of four other hearing officers, the Executive Director, the Clerk of the Board, a law clerk and three staff providing administrative and secretarial support. Board hearings are held at the Olympia headquarters and various hearing locations throughout the state.
