The Caseload Forecast Council was established by the Washington State Legislature in 1997
and charged with forecasting entitlement caseloads for the state of Washington. An entitlement
caseload is the number of persons expected to require the services of public assistance
programs, state correctional institutions, state institutions for juvenile offenders, the common
school system, long-term care, medical assistance, foster care and adoption support. By law,
forecasts adopted by the Council serve as the basis for the Governor’s budget document and are
utilized by the Legislature when developing appropriations.
The Council consists of six members: two appointed by the Governor and four appointed by the
chairperson of each of the two largest political caucuses in the Senate and House of
Representatives. The Council meets at least three times a year to adopt the official forecasts.
The Council employed a staff of up to seven during the audit period. It was appropriated an
operating budget of $503,794 for fiscal year 2001, $1,256,174 for the 2001-03 biennium and
$1,350,287 for the 2003-05 biennium. The Council had no significant revenues.
