The Freight Mobility Strategic Investment Board was created by the Legislature in 1998 to
oversee and improve freight movement along Washington’s strategic corridors. The Board’s
mission is to create a comprehensive and coordinated state program to facilitate freight
movement between and among local, national and international markets that enhance trade
opportunities. The Board also is charged with finding solutions that lessen the effect of the
movement of freight on local communities.
To achieve its mission, the Board evaluates project applications for recommendations to the
Legislature every other year. Projects are submitted to the Board and scored by both a technical
and Board stakeholder team based on set criteria. All project applications are evaluated and
successful applicants are interviewed on specific questions about their projects. The Board
makes final determination on which projects are selected and the state’s share of project costs.
All projects are partnerships involving numerous partner combinations to fund the project
construction. The Board selects projects, provides project management and contracts with the
Department of Transportation to process billings for project expenditures.
The Board consists of 12 members and is organized under the provisions of Chapter 175, Laws
of 1998. The Board administers the freight mobility strategic investment program for the purpose
of financing freight mobility projects. Board Members are appointed by the Governor for four-year
terms and represent both public and private sector stakeholders.
The Board’s operating budget for fiscal years 2005-07 is approximately $664,000. Budget
funding is solely from the Motor Vehicle Account. The Board has two full-time employees, an
Executive Director and a Confidential Secretary.
