In 1969, the Office was established to function as an Advisory Council to the Governor. After ten
years, the Council was abolished and replaced by a gubernatorial appointed Assistant for Indian
Affairs. Renamed the Governor's Office of Indian Affairs, it has continued to serve as liaison
between state and tribal governments in an advisory, resource, consultation and educational
capacity. The statutory functions for the Office are derived from Executive Order 83-16.
The Office, recognizing the importance of sovereignty, affirms the government-to-government
relationship and principles identified in the Centennial Accord to promote and enhance tribal self-
sufficiency and serves to assist the state in developing policies consistent with those principles.
Washington State’s 1989 Centennial Accord mandates the Office to provide training to state
agencies on information with which to educate employees and constituent groups as defined in
the accountability plan about the requirement of the government to government relationship.
The Office received a state appropriation of $479,000 for the 2003-05 biennium and $566,000 for
2005-07. The Office currently has 2.5 full- and part-time employees.
