The Higher Education Coordinating Board’s mission is to provide and recommend objective and reliable policies and plans for higher education to Legislature and the Governor and to administer a statewide comprehensive financial aid program. The goal of the Board is to foster a coordinated system of postsecondary education that is efficient in the use of high quality resources, responsive to change in needs, accountable for its activities, and open and available to qualified persons regardless of race, sex, ethnic origin or socioeconomic status. At the end of June 30, 2005, the Board employed 89 full- and part-time employees. Approved expenditures for the fiscal year then ended totaled $239,897,117. During fiscal year 2005, 5 percent of the Board’s budget was used to plan and coordinate its goals, 93 percent was spent on financial aid programs and the remaining 2 percent was used to provide grants and contracts to service providers.
