The Legislative Evaluation and Accountability Program (LEAP) Committee is organized under the
legislative branch of government to be the Legislature’s independent source of information and
technology for developing budgets, communicating budget decisions and tracking expenditures
for the State of Washington. The Committee also consults with other legislative committees and
provides analysis on special issues in support of legislative needs.
The Committee consists of eight state legislators. The President of the Senate appoints four
senators and the Speaker of the House appoints four representatives. The Committee appoints
the LEAP Administrator and employs 13 staff members.
The Committee had a two-year operating budget of $3,165,000 for 1997-1999.
