The Washington State Marine Employees Commission is a public service agency operated under
the executive branch of state government. The Commission was created by the Legislature in
1983 and is responsible for hearing and resolving complaints, grievances, and disputes between
labor and management arising out of the operation of the ferry system. The Commission also
provides for impasse mediation, conducts fact-finding and salary surveys, and provides for the
selection of impartial arbitrators as needed.
The Commission has a three-member, part-time Board appointed by the Governor with the
consent of the Senate. One member is appointed from labor, one member from industry, and
one member from the public. The public member serves as Chairman of the Commission.
The Commission meets monthly in Olympia and Seattle to review the status of active dispute
cases, as well as the status of negotiations on the collective bargaining agreements.
The Commission had a budget of $354,000 for the 1997-99 biennium and $356,000 for the 1999-
01 biennium and employs two half-time staff members.
