The Commission also provides for impasse mediation, conducts fact-finding and salary surveys, and provides for the selection of impartial arbitrators as needed. The Commission has a three-member, part-time Board appointed by the Governor with the consent of the Senate. One member is appointed from labor, one member from industry, and one member from the public. The public member serves as Chairman of the Commission. The Commission meets monthly in Olympia and Seattle to review the status of active dispute cases, as well as the status of negotiations on the collective bargaining agreements.
