The 10 Olympia Kiwanis friends nominated as 1999 Thurston County Citizens of the year were Rex Derr, Kathy Baros Friedt, Madeline "Maddie" Fulton, Jeff Kingsbury, Carol Mize, Richard "Dick" Rust, Eli Sterling, Melanie Sue Stewart, Philip Swenson, and Shirley Winkelman. The citizen of the year award is hosted by the Olympia and North Thurston Kiwanis Clubs. Rex Derr was proclaimed the 1999 Thurston County Citizen of The Year.
The Olympia Washington Kiwanis members and their friends have cost the Washington State taxpayers over $50 million dollars (so far), because of their willful ignorance of long term, merciless and well known, child abuse that occurred at the Olympia Kiwanis Boys Ranch.
October 2006 note: This Olympia Kiwanis stuff is old news. I've left this information on the web, because I like the thought that someone will say to one of these Kiwanis friends or members: "Grandma, (Grandpa), are you still friends with those Olympia Kiwanians?"

Kiwanis honors citizens for community service, charity and talents

The Kiwanis Club of North Thurston honored its Top Ten Citizens of 1999 on Monday.
Fifteen applications were received by the March 5 deadline. Individuals were
evaluated on their leadership, contribution and ability to involve others.
Rex Derr was honored as the North Thurston Citizen of the Year for 1999.
Here's a look at the other top 10 citizens.
Kathy Baros Friedt was recognized for her activities with Community Youth
Services. She served as president for the volunteer board, helping to
develop new initiatives for the organization. She also serves on the
Community Accountability Board, is trained in dispute resolution and
volunteers with the Hispanic Women's Network. Baros Friedt is the deputy
commissioner for the state Department of Employment Security.
Madeline "Maddie" Fulton was nominated by the Veterans of Foreign Wars
Auxiliary No. 318 for "her human spirit and love for others in all she
accomplishes." Fulton has baked more than 500 dozen cookies for VFW
activities, fund-raisers and nursing home visits. She donates all the
supplies and time. She volunteers at the Senior Center, helping with trip
planning and escorting as well as at Group Health, where she organizes a
bazaar to raise funds to help patients. She collects aluminum tabs to
support Camp Dialysis, and has collected enough to send two children with
kidney disease to the camp. She spends about 142 hours a month doing her
volunteer activities.
Jeff Kingsbury is the artistic director at Capital Playhouse Northwest
Theater for Youth. His activities with that organization are highly
regarded, but his nomination is for his efforts with the Olympia Downtown
Association. He has helped the organization double in membership and is
committed to the success of the downtown area and businesses. He's also a
member of the Community Accountability Board for youth and provides
opportunities for young people to work at the theater.
Carol Mize took retirement as an opportunity to extend her time to community
activities. She works parttime at Sears and spends much of the rest of her
time doing activities with the Kiwanis Club of North Thurston. Mize
successfully organized the club's first grapefruit sale, the Lacey Spring
Fun Fair booth for the Children and Parents First Program, and serves as
secretary for the club. She also is on the advisory board for the Sunshine
House at Providence St. Peter Hospital.
Richard "Dick" Rust is known as one of the most dependable and supportive
members of the Kiwanis Club of North Thurston. Rust serves as chairman of
the Sponsored Youth Committee, providing guidance and support to Key Clubs
at North Thurston and Timberline high schools and the Circle K Club at Saint
Martin's College.
Eli Sterling was honored for his leadership in producing the Procession of
the Species Parade. The parade is a culmination of events, including more
than 2,000 volunteers and participants who assist with organizing and
presenting community art workshops to design and create items for the
parade. Parents and children are encouraged to work together. More than
15,000 viewers enjoy the parade. Sterling is promoting a similar program in
Portland and Bend, Ore., and Spokane. Sterling volunteers with the YMCA
Earth Service Corps, Sustainable Community Roundtable, SPEECH and TCTV.
Melanie Sue Stewart's volunteer activities are a part of her work and her
family. As a contract lobbyist, she volunteered her expertise to the battle
to restore funding for county fairs and 4-H programs statewide. Through her
church involvement, she raises money for food for the needy and for Habitat
for Humanity. She organizes volunteers to serve meals to more than 250
people on a monthly basis.
Philip Swenson turned his hobby into a community event and fund-raiser for
St. John's Episcopal Church. As a self-taught carpenter, he began building
Christmas display items. He created a village, train, a merry-go-round and
sleigh and reindeer. Each year he adds an item and "lights" this fantastic
display for the enjoyment of young and old. Because so many people offered
to help him with expenses he added "A Little Red Schoolhouse" to the project
to accept contributions for children to help with school supplies. Last year
Swenson provided his display and raised more than $4,000 even though he was
recuperating from a serious illness.
Shirley Winkelman is nominated for her long-standing participation in the
Altrusa Club. She has organized and participated in numerous activities to
support fund raisers, the TOGETHER! project at Normandy Manor, RSVP,
Thurston County Animal Services, and making elephant ears at Capital
Lakefair. Last year she started a new service club dedicated to issues of
seniors. Winkelman, a reading advocate, established "The Learning Tree" at
the Orca Book Store to benefit children.

There were many obvious and long-term warnings about the 1970-94 child abusing Olympia Kiwanis Boys Ranch.
Rex Derr honored for community service

OLYMPIA -- Community activism is music to Rex Derr's ears.
He is a man who speaks with his hands like a maestro conducts an orchestra.
Only his music is the community. His musicians are its people.
"I visualize," said the former Olympia mayor. "It helps me slow up and try
to help and understand."
The volunteer career Derr has orchestrated has had an enormous impact on
others. That's why The Kiwanis Club of North Thurston County honored Derr
with its 1999 Citizen of the Year Award on Monday.
But he wasn't the only focus of the club's annual recognition.
"There are a number of people who do a lot of wonderful things in this
community and who nobody ever hears about," said North Thurston Kiwanis
President Alex Dumas. "We are honoring the spirit of volunteerism."
Still, Derr's volunteerism rose above a field of 10 nominees, some who
logged more than 1,700 hours of community service or gathering more than
2,000 other volunteers for an event.
Although Derr was absent from the luncheon because he was aboard an
airplane, many Kiwanians praised him for his achievements.
"Rex is such a wonderful person, and I'm sure he'd be humbled if he was
here," said Judy Wilson, who chaired the awards program. "He was so humbled
by the fact that he was nominated that he was in tears."
Derr's local community activism started in 1978, when he moved to Olympia to
help manage public use of parks for the state Parks and Recreation
Commission. He is currently an operations and legislation administrator for
the commission.
And its easy to see what draws him to his job.
"This job is the icing on the cake; when you look at a state park, you
realize it's very much like a little community," said Derr, with a crisp
clasp of his hands. "It has businesses, law enforcement and social
interaction."
He says that's what drew him to serve on the Olympia City Council for eight
years, including his term as mayor in 1990-91.
Derr's volunteer work includes serving as co-emcee at the Tumwater
Independence Day and Lakefair parades, and at the Lakefair Queen coronation.
He also is a member of the Olympia Kiwanis Club, Governor's Inaugural Ball
Committee and Thurston County Visitor and Convention Board. He is chairman
of the Leadership Thurston County Board of Regents.
"This is a very vibrant hometown that has unlimited opportunities for people
of all interests to get involved in their community," Derr said. "I'm just a
regular guy who has responded to hundreds of opportunities."

Thurston County Juvenile Court Commissioner Scott Neilson said in his Nov. 16, 1995 statement to the Wa. St. Patrol, that he suspected the directors of the OK Boys Ranch and members of the Kiwanis put pressure on law enforcement agencies and DSHS. He also indicated many members of the Kiwanis group were influential business and political figures in the county along with several other members who were very wealthy. These members had connections to the boys ranch and he felt they put subtle pressure on DSHS to keep the ranch open.
Here's an article from the Nov. 1995 Tacoma News Tribune about the O.K. Boys Ranch case in which Judge McPhee said he would preside over the case because other Thurston County judges had some connection to DSHS, the OK Boys' Ranch or the Kiwanis Club.
Here's Olympia city prosecutor Reiko Callners statement that she gave about the OKBR to the Washington State Patrol on Nov. 17, 1995. Reiko Callner said the she thought that "Sutherland, (Thurston County Prosecutor from 1974 to 1994), would tell his deputy prosecutors to drop charges on local politicians' relatives" and said that Sutherland "covered up the truth".

OKBR Director Tom Van Woerdan said in his February 13, 1990 Certified Statement, that; "I can produce, if required, at a minimum 100 different people, parents, local officials, Kiwanians, judges, caseworkers, who would testify that the O.K. Boys Ranch ranks high in the state in terms of the services it provides for the boys who, come there. The staff I have acquired over the years, I am extremely proud of. They do work far and above that require by the numerous WACS, contract provisions and manuals of the State of Washington. These boys are well cared for and, in fact, even though it is a cliche', loved by all members of our staff. If the State of Washington were operating its own group home, it would do well to provide as good service as we do."
Thurston County Juvenile Court Administrator, Corinne Newman, said in her November 10, 1994 statement to the Office of Special Investigation, that many juveniles had no prior criminal history when they came to the OKBR, but they left with an extensive criminal history.
There were many OKBR "red flags" from 1977 to 1994 that should have caused DSHS officials like Rosemary Carr and Olympia Kiwanians to investigate and prevent the abuse of children at the OKBR.
