The Public Employment Relations Commission was established by the Legislature in 1975 to
provide impartial and uniform adjustment and settlement of complaints, disputes and grievances
arising from employer-employee relations, and to carry out the selection and certification of
bargaining representatives. The Commission’s establishment was also intended to achieve more
efficient and expert administration of public labor relations administration and to ensure the public
of quality public services.
The Commission consists of three members who are appointed by the Governor for their
expertise in the field of labor-management relations. The members serve on a part-time basis in
a policy-setting and appellate-review role. Additionally, the Commission has a staff of
approximately 35 employees. The Commission offices are located in Olympia and Kirkland.
The Commission has no revenues of any significant amount. For the 2005-07 biennium, the
Commission’s appropriation is approximately $8.5 million.
