The Legislature created the Washington Economic Development Finance Authority in 1989 to help small and medium-sized Washington businesses gain access to funds they could not otherwise obtain. The Authority was financially supported by the state Department of Community Trade and Economic Development through September 30, 1996. Since then, the Authority has operated as a self-supporting unit funded by user fees. The Authority cannot assist commercial and retail projects. Manufacturing and processing facilities most often qualify for funding. The Authority does not receive an appropriation of state funds. The Authority has a 17-member Board. An Executive Directory oversees daily operations. Through an interagency agreement between the Authority and the Washington State Housing Finance Commission, the Commission provides administrative support services. The 2004 operating budget was $172,000.
