In 1989, the Washington Pollution Liability Insurance Agency was created by the Legislature to
develop an environmental reinsurance program, administered by the state, to cover underground
storage tank owners.
The Agency has three programs: the Commercial Underground Storage Tank Reinsurance
Program, the Heating Oil Pollution Liability Insurance Program and the Underground Storage
Tank Community Assistance Program.
The Agency and its programs are funded from the Pollution Liability Insurance Program Trust
Account and the Heating Oil Pollution Liability Trust Account. Neither the Agency nor any of its
programs receive money from the general fund. The Agency’s main source of revenue is the
Petroleum Products Tax, an excise tax of .5 percent on the wholesale value of petroleum when it
enters the state. The Agency also receives funds through the Heating Oil Pollution Liability Trust
Account that is funded through a fee of 1.2 cents per gallon paid yearly by heating oil dealers.
The Agency has five employees. During fiscal year 2005, the Agency had an operating budget of
$953,000.
