An Executive Order to establish the Washington State Commission on African American Affairs
was issued in 1989 and the Commission was created in Washington State law in 1992 under
RCW 43.113. The Commission is administered by an Executive Director, who is appointed by
and serves at the pleasure of the Governor. The Commission is mandated by the Legislature.
The Commission's purpose is to improve public policy development for government services
delivery to the African-American community. The Commission's mission is to encourage the
development and implementation of policies, programs and practices, which are specifically
intended to improve conditions affecting the cultural, social, economic, political, educational,
health and general well-being of African-American people throughout the state.
The Commission has a nine-member advisory board made up of Commissioners from around the
state of Washington, appointed by the Governor. Each Commissioner serves a three-year term
and may serve two consecutive terms. The current Commission Chairperson is Oscar Eason Jr.
The Commission’s headquarters is in Olympia and has no other offices. The Commission has
one paid Executive Director and one paid Executive Assistant.
The Commission’s operating budget for 2005-07 was approximately $489,000. The Commission
also receives gifts, grants and endowments from public or private sources. These gifts are made
for the use or benefit of the Commission and expend, without appropriation, the same or any
income from the gifts, grants or endowments according to their terms.
