The Washington State Commission on Hispanic Affairs was created by a Governor's Executive
Order and was established in statute in 1971. As mandated by the state Legislature, the
Commission's functions are to improve public policy development and the delivery of government
services to the Hispanic community through the following means:
• Identifying and defining issues concerning the rights and needs of Washington State's
Hispanic community.
• Advising the Governor and state agencies on the development of relevant policies, plans
and programs that affect Hispanics.
• Advising the Legislature on issues of concern to the state's Hispanic community.
• Establishing relationships with state agencies, local governments and members of the
private sector.
The Commission receives its funding through appropriation. During the 2005 biennium, the
Commission had an operating budget of approximately $413,000 and employed a full-time
Executive Director and a part-time Executive Assistant. During the 2007 biennium, the Executive
Assistant position became full-time and the Commission's budget increased to $487,000. The
current Executive Director has held this position since 2005. In addition to these two staff
positions, the Commission consists of 11 unpaid Commissioners who are appointed by the
Governor. Appointments are for three years with the possibility of a second three-year term. The
Commission's only office is located in the General Administration Building in Olympia.
